To bring President Bola Ahmed Tinubu’s “Renewed Hope” agenda, which mandates a comprehensive overhaul of performance management across all federal public service entities to fruition, the Federal Airports Authority of Nigeria (FAAN) has initiated a nationwide sensitisation campaign for its staff.
The campaign focuses on introducing the newly revised Performance Management System (PMS), which is set to replace the traditional Annual Performance Evaluation Report (APER).
Leading this initiative is Dr. Emiola Olatubosun Luqman, the Director of Human Resources and Administration at FAAN.
Tasked with the responsibility of ensuring a smooth transition to the new system, Dr. Luqman has been touring various airports under FAAN’s jurisdiction, with his latest visit being to the Samuel Ladoke Akintola Airport in Ibadan.
During his visit, Dr. Luqman provided a detailed overview of the new PMS, emphasizing its significance in modernizing public service performance management.
He explained that the shift from analogue to digital systems is designed to foster a results-oriented culture, where promotions and advancements are based on merit and competence rather than mere seniority.
Dr. Luqman highlighted the importance of clear job objectives for each department and stressed that every staff member must be fully aware of their specific responsibilities.
The new system encourages staff to regularly report on their progress, ensuring greater transparency and accountability.
He also introduced the Employee Performance Management subsystem, which aims to enhance communication between supervisors and their subordinates.
This subsystem plays a crucial role in making informed human resource decisions, boosting commitment, and fostering positive working relationships across all levels within the Ministry, Department, and Agency (MDA).
The ultimate goal is to increase productivity and improve service delivery through smarter, more efficient performance management.
The Performance Management Cycle, a key component of the new PMS, was also discussed in detail. Dr. Luqman explained that the cycle involves a multi-tiered evaluation process, including reviews by immediate supervisors, another officer, and a final appraisal committee.
This thorough approach ensures that promotions are awarded based on merit, with a strong focus on key result areas (KRAs), employee objectives, competencies, and development plans.
The cycle also includes interim reviews, feedback sessions, and opportunities for training and coaching, all aimed at fostering continuous improvement.
Furthermore, Dr. Luqman introduced the Federal Civil Service Competency Framework, which outlines the core values and competencies expected of public service employees.
These include commitment, integrity, inclusiveness, collaboration, effective communication, and strategic thinking, among others. He emphasized how these values directly contribute to enhancing productivity and service delivery.
In conclusion, Dr. Luqman underscored the roles and responsibilities within the performance management framework, emphasizing the need for active participation from all stakeholders, including the appraisee, appraiser, department heads, and the Human Resources Department.
The outcomes of the PMS evaluations will be submitted to the Office of the Presidency for further action, marking a significant shift towards more advanced and effective performance management practices aligned with Nigeria’s national development goals.
Dr. Luqman’s tour has already taken him to several key airports, including Murtala Muhammed International Airport in Lagos and Akure Airport, as part of his ongoing efforts to ensure nationwide adoption and understanding of the new PMS.
