The Nigerian Meteorological Agency (NiMet) has concluded a comprehensive strategy cascading exercise designed to drive the implementation of its 2026–2030 Strategic Plan across all departments, marking a significant step towards improving service delivery, institutional performance and climate resilience.

The exercise followed the official launch of the agency’s Strategy 2026–2030 on March 16, 2026, and was aimed at translating the organisation’s broad strategic goals into clear, measurable responsibilities for each directorate.

NiMet said the initiative would ensure that every department understands its role in delivering the agency’s long-term vision while strengthening accountability and improving operational efficiency.

The five-year strategy, developed using the Balanced Scorecard (BSC) framework, is built around five strategic pillars and 12 strategic objectives.

It provides a roadmap for enhancing meteorological services, strengthening organisational performance and supporting Nigeria’s efforts to build resilience against climate change.

According to the agency, effective execution of the strategy depends on aligning every directorate with the enterprise-wide objectives, making it necessary to cascade the strategic plan to all levels of the organisation.

The exercise focused on translating enterprise goals into directorate-specific priorities by aligning operational plans, business processes and performance targets with NiMet’s overall strategic direction.

It also established key performance indicators (KPIs) to measure progress, improve accountability and ensure that strategic objectives are reflected in the performance plans of individual staff members, thereby promoting ownership and responsibility throughout the agency.

To ensure broad participation, the implementation exercise was conducted in four batches covering all nine directorates and the Office of the Director General/Chief Executive Officer.

The first phase involved the Directorate of Weather Forecasting Services and the Directorate of Applied Meteorological Services.

The second batch brought together the Office of the Director General/CEO, the Directorate of Corporate Services and the Directorate of Research and Training.

The third phase featured the Directorate of Engineering and Technical Services alongside the Directorate of Human Resource Management and Administration.

The final batch included the Directorate of Finance and Accounts, the Directorate of Public Affairs and Customer Protection, as well as the Legal Services Directorate.

NiMet said the structured implementation process would strengthen the link between strategy and day-to-day operations while ensuring that every directorate contributes meaningfully to achieving the agency’s long-term goals.

The agency expressed confidence that the exercise would boost institutional capacity, improve service delivery, enhance transparency and accountability, and create a coordinated pathway towards its vision of delivering world-class meteorological services that support national development and climate resilience.
