The push for stronger indigenous participation in Nigeria’s aviation industry received a major boost on Wednesday as the Minister of Aviation and Aerospace Development, Festus Keyamo, formally received the management team of Bayelsa State-owned Pioneer Airlines following the successful issuance of the carrier’s Air Operator Certificate (AOC).
The delegation, led by the Group Managing Director of Pioneer Airlines, Captain Okobaundu Henry Ungbuku, visited the Minister in Abuja to officially present the airline’s AOC certificate and appreciate the Federal Ministry of Aviation and Aerospace Development, alongside its agencies, for supporting the carrier through the certification process.

The AOC approval clears the way for Pioneer Airlines to commence commercial flight operations, marking a significant milestone for Bayelsa State’s entry into Nigeria’s highly competitive aviation sector.
Speaking during the meeting, Capt. Ungbuku described the successful certification as a landmark achievement not only for the airline but also for Bayelsa State’s economic aspirations.
He commended the Minister for what he called his unwavering commitment to the growth of indigenous airlines and for creating an enabling environment for domestic operators.
According to him, the approval process reflected the Federal Government’s determination to strengthen local participation in the aviation industry and improve connectivity across the country.
Captain Ungbuku also introduced members of the airline’s management team present at the meeting, including Mr. Tunde Owolabi, Director of Corporate Services; Mrs. Adetola Ungbuku, Director of Commercial and Customer Services; Captain Crosby Otobo, Director of Operations; Engr. Isaac Omotayo, Director of Continuing Airworthiness; Captain Mamman Ibrahim, Chief Pilot; Angela Okosun, Head of Human Resources; Emmanuel Nwaneri, Quality and Safety Manager; Lewis Ogunboye, Business Development Manager; Godwin Okore, Executive Assistant to the GMD; Victory Gordon, Abuja Station Supervisor; and Mr. Muyideen, Aviation Security Personnel.
Responding, Keyamo expressed delight over the increasing involvement of state governments and sub-national entities in the aviation sector, describing the development as a positive signal for the future of Nigeria’s domestic and regional air transport market.
“Today is one of my happiest days as Minister because we are beginning to see more sub-nationals getting involved in the airline business,” the Minister said.
“We have not stopped at developing policies, and Pioneer Airlines is coming at a time when the Federal Government is ready to fully support domestic airline operators through a Special Purpose Vehicle in the form of the Nigerian Leasing Company.”
The Minister disclosed that Pioneer Airlines would likely become one of the beneficiaries of the proposed Nigerian Leasing Company initiative, a Federal Government-backed intervention designed to ease aircraft acquisition challenges faced by local carriers.
Industry stakeholders have repeatedly identified access to aircraft financing and leasing as one of the biggest obstacles confronting Nigerian airlines, with operators often forced to rely on expensive foreign leasing arrangements.
Keyamo noted that the emergence of more indigenous and sub-national airlines would help strengthen Nigeria’s regional aviation footprint while opening up underserved routes across West Africa.
“My ultimate prayer is to have enough sub-national airlines to keep fighting for the regional routes because we have the market,” he stated.
“For instance, we have about 277 frequencies being operated weekly by international airlines. Imagine what would happen if we have enough sub-national airlines participating actively in those regional operations.”
The Minister stressed that expanding the number of local carriers operating regional services would not only improve connectivity but also retain more aviation revenue within the country, create jobs and stimulate economic growth.
The visit ended with both parties reaffirming their commitment to closer collaboration aimed at deepening air connectivity, expanding opportunities within the aviation ecosystem and advancing the growth of Nigeria’s aviation industry.
The entry of Pioneer Airlines into the market is expected to further intensify competition among domestic carriers while boosting Bayelsa State’s ambitions to leverage aviation as a tool for economic development, trade and tourism.
