…Targets Safer, Commercially Viable Airports

The Federal Airports Authority of Nigeria (FAAN) has unveiled its 2025 By-Laws which introduces its first comprehensive review of its regulatory framework in 21 years.
This comes as part of efforts to strengthen airport governance, improve operational efficiency and align with global aviation standards.
The new by-laws, which replace the previous framework last reviewed in 2005, were officially launched by the Chairman of the FAAN Board, Dr. Abdullahi Umar Ganduje, at a ceremony attended by senior officials of the Authority and key stakeholders in the aviation industry.
Speaking at the event, Ganduje described the revised by-laws as a major milestone in FAAN’s institutional development, noting that they would provide a stronger legal and operational foundation for managing Nigeria’s airports.
He commended the Authority’s management for undertaking the extensive review, saying the updated framework reflects current realities in the aviation industry and will enhance airport administration across the country.
“The revised by-laws represent a significant milestone that will strengthen airport governance and enhance operational efficiency across the Authority,” he said.
Also speaking, the Managing Director and Chief Executive of FAAN, Mrs. Olubunmi Kuku, explained that the previous by-laws had become outdated and were no longer adequate to address the complexities of today’s aviation environment.
She noted that the aviation industry has witnessed significant changes over the past two decades, making it necessary for FAAN to review its regulatory framework to keep pace with evolving operational, safety, security and commercial requirements.
According to Kuku, the 2025 By-Laws were developed to reflect contemporary aviation realities and support FAAN’s evolving operational structure while ensuring compliance with international best practices.
She said the new framework would serve as a comprehensive operational guide for FAAN employees, airport users, industry stakeholders and other partners involved in airport operations.
“The 2025 By-Laws were developed in line with current aviation realities and FAAN’s evolving operational framework to ensure the Authority remains responsive to emerging challenges and global best practices,” Kuku said.
She added that the updated regulations would promote safer, more secure and commercially viable airport operations throughout Nigeria’s airport network, while providing greater clarity on operational procedures, responsibilities and regulatory compliance.
Kuku further stated that the new by-laws underscore FAAN’s commitment to operational excellence, improved service delivery and effective regulation of airport activities.
Industry observers say the review is expected to support ongoing reforms aimed at modernising Nigeria’s aviation sector, improving passenger experience and strengthening confidence among investors and other stakeholders.
The unveiling of the 2025 By-Laws forms part of FAAN’s broader transformation agenda focused on improving efficiency, enhancing safety and security standards, and positioning the country’s airports to meet the demands of a rapidly evolving global aviation industry.
